Vice-President Noles called the meeting to order at 10:20 am
Board Members present: Andrew Reed (conf call), Keith Douglas, Rick Valentine (conf call), Stan Clark, Joyce Noles, Tim Booher, Wallace Elliott, Lis Henley, Lynn Thompson, Tommy Crowder, Doug McQuary
Board Members absent: Shannon Seaton, Andrew Hart, Brad Phillips
Others Present: Tina Dixon (St. Thomas), Phillip Sanderson (AMR), Brandon Ward and Donna Tidwell (State EMS)
- Motion by Lis Henley – 2nd by Stan Clark to accept the November TASA Board Minutes as written, motion Passed.
Financial Report: financial report showing current balance of $104,957.02
- Motion made by Lynn Thompson – 2nd by Lis Henley to accept the financial report, motion Passed.
State EMS:
Donna Tidwell discussed current status of CP/MIH in TN. The Task Force on MIH will meet on Feb. 2 @ 10:00 at the State EMS office (Iris Room) 665 Mainstream Dr., Nashville. It is expected that there will be a rule-making hearing on MIH in March.
The State EMS office has a sponsor for the Replica Compact for this legislative session.
Kevin Cagle has been hired from West TN to fill one of the open consultant position.
Debbie Cox has retired so Nita Jernigan has transferred back to the South Central Region.
Waiting on approval from the HR department to hire Randal Kirby as a consultant at large.
Audit process:
Normal required documents and payment can done before the audit to speed up the process of issuing ambulance service licenses
3 out of 5 optional audit items (dispatch logs, 1st responder documentation, CQI, personnel licensure/certifications and extra training) will be reviewed randomly at audit.
Board committees:
Nominations for Ambulance, Clinical Issues and Education Committees are due by Feb. 1, 2016.
Ambulance Committee: State requests 3 names from TASA representing the 3 grand divisions. (3 persons will be selected as representing TASA)
Clinical Issues Committee: State requests 3 names of EMS Service Administrators from TASA representing the 3 grand divisions. (1 person will be selected as representing TASA)
Presentations and Monthly Reports:
NAEMT:
- Reminder of upcoming EMS Day on the Hill 2016 April 20, 2016 (debriefing April 19). Request members be thinking about a date for EMS Day on the Hill in Nashville. Reminder of our bill limiting insurance companies from taking back revenue after discovering an error on their part.
Committee Reports:
Reimbursement: Contract for Doug Wolfberg’s attendance at this year’s conference was distributed
- Motion made by Lynn Thompson – 2nd by Tim Booher to approve the contract as presented for Doug Wolfberg. Roll call vote was taken and was unanimous.
Mid-Winter:
Joyce Noles discussed an offer from one of our vendors to provide t-shirts for the conference in return for TASA providing a booth with 2 tables at both conferences during 2016 and recognition on the web site. Joyce will update the sponsorship wording on the web site.
Stan Clark advised that Life Force wanted to provide funding for the 2nd hospitality night again this year.
Tommy Crowder discussed concerns about the State requirement for random drug testing vs. CTAS position on random testing for government entities. Donna Tidwell to check with legal counsel to see if an opinion from Atty General may be possible.
Wallace Elliott discussed the issue regarding pre-authorizations for TNCare patients. Would like TASA to issue a letter requesting MCO’s allow EMS services to obtain prior authorizations for TN MCO patients. Wallace will get feedback from the regions and report back.
Donna Tidwell reported the following number of licenses personnel:
AEMT – 2537 (new or transitioned in 2015)
AEMT – 6572 (total currently licensed)
Paramedic – 361 (newly added in 2015)
Critical Care – 66 (newly added in 2015)
Paramedic – 5301 (total currently licensed)
Critical Care – 534 (total currently licensed)
