HRSA Permits Requests to Report Late Due to Extenuating Circumstances
Good news for agencies who missed the CARES Act Provider Relief Fund Reporting Deadline for Period 1 or 2!HERE for information about late reporting.
The Health Resources & Services Administration (HRSA) just announced that providers who experienced one or more “extenuating circumstances” that prevented them from reporting CARES Act Provider Relief Funds in Reporting Periods 1 or 2 by the deadlines, will have a limited opportunity to submit a request to report late. ClickLimited Time for Period 1: Providers will be able to submit a request for Reporting Period 1 from Monday, April 11 to Friday, April 22, 2022 at 11:59 p.m. The Request Form will be available starting on April 11, 2022.
What Are Extenuating Circumstances? According to HRSA, any of the following may be considered:- Severe illness or death – a severe medical condition or death of a provider or key staff member responsible for reporting hindered the organization’s ability to complete the report during the Reporting Period.
- Impacted by natural disaster – a natural disaster occurred during or in close proximity of the end of the Reporting Period damaging the organization’s records or information technology.
- Lack of receipt of reporting communications – an incorrect email or mailing address on file with HRSA prevented the organization from receiving instructions prior to the Reporting Period deadline.
- Failure to click “Submit” – the organization registered and prepared a report in the PRF Reporting Portal, but failed to take the final step to click “Submit” prior to deadline.
- Internal miscommunication or error – internal miscommunication or error regarding the individual who was authorized and expected to submit the report on behalf of the organization and/or the registered point of contact in the PRF Reporting Portal.
- Incomplete Targeted Distribution payments – the organization’s parent entity completed all General Distribution payments, but a Targeted Distribution(s) was not reported on by the subsidiary.
NOTE: If other circumstances have prevented you from reporting, you should still submit your request, HRSA has not indicated that these are the only circumstances they will consider.
While this announcement is welcome news for agencies that missed the deadline for Reporting Period 1 or 2, our best advice continues to be DON’T MISS ANY CARES ACT REPORTING DEADLINES, NOW OR IN THE FUTURE! Since allowing late reporting is discretionary, the only way an agency can be assured of being able to keep its CARES Act funds is to report on time for each reporting period deadline.
Providers Who Did Not Report – 2 Options
- You may submit a Request to Report Late Due to Extenuating Circumstances if one or more extenuating circumstances prevented you from submitting a report by the deadline of Reporting Periods 1 and/or 2.
- Or, you may return your Payment Period 1 PRF payment(s) to HRSA that were not reported on during Reporting Period 1 and/or 2.
Penalties for Non-Compliance
As described in the Terms and Conditions, HHS reserves the right to administer penalties for non-compliance. Providers subject to enforcement actions whose organizations do not come into compliance may not only be required to return PFR they received, but will also be excluded from receiving and/or retaining future PRF payments – including any applicable Phase 4 payments.Click Here to Ask Your Questions
